About the Ayog

To protect, preserve and conserve and welfare of indigenous cows of Jharkhand, Jharkhand Go Seva Ayog has been enacted in State in Year 2005. Jharkhand Go Sewa Ayog is a committee of 11 members including Chairman and Vice Chairman. Among other nine members five belong to ex officio members of different department and four members are being nominated by Department of Agriculture Animal Husbandry and cooperative.

The Five members of different department are as follows:

  • Development commissioner Govt of Jharkhand
  • Finance Commissioner of Secretary Department of Finance GOJ
  • Commissioner or Secretary Department of Agriculture Animal Husbandry and Cooperative/Animal Husbandry
  • Commissioner or Secretary Department of urban development
  • DGP Government of Jharkhand

The four members of Non government Category are as follows:

  • Jharkhand Goshala Sangh
  • Members nominated from Birsa Agricultural University (not less than HOD)
  • Nominated two members related to Animal welfare Organisation

Under the Jharkhand Gau Sewa Ayog Act, 2005 (Jharkhand Act, 02, 2006), the Jharkhand Gau Sewa Ayog was formed on January 07, 2006 for the welfare and protection of cattle in the state.

1. The Commission shall consist of the following eleven members including the Chairman and the Vice-Chairman:-
1)  Chairman–A non-official member nominated by the State Government.
2)  Vice-Chairman – A non-official member nominated by the State Government.
3)  Other Members(Nine) – out of which five members to be state government officials and four to be non-official members.
 
2. Official members:- All ex-officio members:-
1)  Development Commissioner, Government of Jharkhand.
2)  Finance Commissioner or Secretary, Government of Jharkhand.
3) Commissioner or Secretary, Agriculture,  Animal Husbandry & Co-operative  Department, Government of Jharkhand.
4)  Commissioner or Secretary Urban Development Department, Government of Jharkhand.
5) DGP,  Government of Jharkhand
 
3. Non-official members – Nominated by the State Government:-
1) One representative Nominated by Jharkhand Goshala Sangh.
2) Vice-Chancellor, Birsa Agricultural University, Ranchi or his/her representative not below the rank of Dean / HoD.
3) Four such non-governmental persons associated with animal welfare work within the state, to be notified by the state government from time to time.
 
Term of office :-
All the members including Chairman and Vice-Chairman of the Commission shall hold the office for a period of three years from the date of the first meeting of the Commission.
 
The State Government shall depute the following officers from the Animal Husbandry Department:-
      1. Secretary of the Commission – Joint Director level officer.
      2. Registrar of the Commission – Deputy Director level officer.
      3. Veterinary Officer.
 
 
Function of the Commission
1. To ensure the protection given to animals under any law for the time being in force, including the seizure, custody and criminal proceedings against the accused of animals being taken for slaughter, being taken or likely to be slaughtered. Doing will also be included.
2. (i) – To ensure proper and timely implementation of the matters referred to in clause (1), to the concerned departments of the State Government or to any body or authority owned or controlled by the State Government, which is responsible for such implementation. Propose remedial measures to make them more effective;
(ii) ensure proper and timely implementation of the programs of the State Government or the Central Government under the Go-Shala Development Scheme;
3. To ensure active participation of institutions for the development of indigenous breeds of animals, especially of Jharkhand state;
4. Promote animal health care;
5. To ensure the care and management of animals seized for violation of any act for the time being in force;
6. To ensure proper management of invalid and old animals kept by any institution for feeding and nutrition;
7. Supervise and inspect institutions;
8. Promote cultivation of improved fodder varieties, fodder seed production programs and pasture development activities;
9. To coordinate with agricultural universities and other research institutions working on animal and fodder development programs and ensure active participation of the institutions in adopting new scientific technology;
10. Suggest such measures which can be helpful in strengthening the economically weak institutions;
11. Provide financial assistance to institutions;
12. Investigate complaints regarding the activities of any institution;
13. To perform such other functions as may be assigned to him by the State Government.
